CERT makes some use of FRS (Family Radio Service) communications. The priority of CERT is to train
people to behave during a real disaster.

RACES (Radio Amateur Civil Emergency Service) is a protocol created by FEMA and the FCC.

FEMA appears to be a go-between agency. There are both pro and con webSites that describe
FEMA. Read these with careful judgement!
FCC is the Federal Communications Commission. The FCC was established by the Communications
Act of 1934 as the successor to the Federal Radio Commission.

ARRL (American Radio Relay League) is the main agancy that speaks for amateur radio operators.
Their purpose is "To promote and advance the art, science and enjoyment of Amateur Radio".
